Neill R. MacMillan is President and Founding Partner of Communicare Inc., a Toronto-based training and consulting company he founded in 1978. Neill has spent over 30 years providing consulting services to clients in business and public sector organizations across Canada. In 2005 he formed a strategic alliance with Lake McLean, aligning his Dimensional Management expertise with Lake McLean’s “Performance Maturity” solutions portfolio.
Since 1978 Communicare, Inc. has been the Canadian affiliate of Psychological Associates, Inc., a U.S.-based consulting firm and developers of The Dimensional® Training System™. As a member of Dimensional Worldwide™, Communicare works with an international network of affiliated consultants to bring the power and advantage of Dimensional Training to sales and management professionals across Canada.
Over the past three decades Communicare has worked with many of Canada's leading corporations including BMO Financial Group, Scotiabank Group, Nortel Networks, Bayer Canada, CIBC, and Aecon Inc. as well as many public sector organizations at all levels of government.
Neill devotes much of his time helping clients develop strategic workforce capabilities aimed at developing higher productivity through effective interpersonal skills. His focus is currently on building client capabilities in the areas of leadership, sales effectiveness and high performance teamwork.
Neill is a member of the Metropolitan Toronto Board of Trade, the Mississauga Board of Trade and the Canadian Society for Training and Development.
David McLean, M. Sc.

David A. McLean, in addition to his position as President of Lake McLean Inc., is presently the Managing Partner of Communicare. Under his tutelage, the core Dimensional System performance solutions developed by Psychological Associates are being transitioned into the solutions portfolio of Lake McLean Inc. Leadership and people skills development have always been central to the Lake McLean business philosophy.
With a Masters degree in Adult Education, for over 20 years David has been providing high impact training, coaching and performance enhancement consulting to organizations and individuals. His expertise is in Leadership, Management, Program Design, Group Facilitation and Team Development. David has built his reputation on his ability to connect skills application to bottom-line results with a track record of client satisfaction and performance improvement that speaks for itself.
During David’s many years developing leaders and managers he has found that the most effective leaders are those who demonstrate, what Psychological Associates (PA) describe as Q4 leadership behaviours. Q4 leadership behaviours demonstrate leaders who put equal value on results and relationships following a learned process of implementing Q4 strategies.
As testament to the Q4 impact, over the past four years David has been responsible for developing and implementing a leadership development process for one of Canada’s top 50 companies. The team involved moved from assessment of performance factors through to solution identification and implementation. The process resulted in a 2008 Citation from American Society of Training and Development, as well as measured improvements in results and relationships for the leaders involved. PA’s Leadership Through People Skills was the foundational leadership development program selected for this business transformation.
Finally, David is also certified as a Behavioural, Values and TriMetrix Analyst. He uses this expertise by providing an array of performance solutions in the areas of Selection, Retention, Succession Planning, and Employee and Team Development. He has partnered with clients in government, finance, education, service, health care and manufacturing.
Julie Hobson
Manager, Client Relations & Communications
Julie brings a solid 25 year background to the Client Manager position combining a professional portfolio that includes but is not limited to serving as: writer/editor, 'creative' coordinator/branding, materials/documentation/ web content management, and generally as 'right hand assistant' to department leaders and independent business owners.
A former radio news broadcaster, she continues to voice radio and television commercials and e-learning programs in national and international markets. Her presentation skills have further been applied as an ISO 9001 trainer, writer and document manager, and educational services writer and group sales coordiantor for live theatre.
Early this decade, she received her Registered Corporate Coach designation from the Worldwide Association of Business Coaches and continues to work freelance as a career coach providing resume writing and job placement support services to adults in transition. Most recently, she obtained her certifications as both a Behaviour and Values Analyst from Target Training International, which she uses to conduct DISC profile assessments.
In her community, as much as she is able, Julie volunteers her time and energy as a reader with Accessible Media [formerly Voice Print Canada] - a National Broadcast Service for the visually impaired, and in 2008 she joined the Board of Directors at The Participation House Project, Durham Region. In 2011 she was elected interim Chair.
With Communicare since 2005, Julie continues to contribute her talents and her genuine passion for helping others realize their career goals.
